Bharat Sanchar Nigam Limited (BSNL) has announced the extension of Special Incentive Schemes and Commission Structrue for it’s Franchisee Network till 31st December 2021. As per the latest information, the state run PSU has decided to extend the following special commission / incentive schemes for it’s Mobile Franchisee Network which are – FoS Incentive Scheme, SIM Activation Commission, MNP Incentive Scheme, Trade Scheme and Special OTF Commission for CBP Bill Payment.
All the above special incentives schemes for BSNL’s Mobile Franchisee network (Franchisee / Direct Selling Agent (DSA) / Rural Distributor (RD) / Retailer) were expired on 30th September 2021. In order to keep Channel Partners motivated in hyper competitive and turbulent telecom market and to sustain SIM sales, BSNL authorities has decided to extend these promotional incentive schemes and special commission structure to its’ franchisee network for a period up to 31st December 2021.
Various Special Incetive Schemes & Special Commission Structures Extended by BSNL for it’s Mobile Franchisee Network are listed below:-
- FoS (Feet On the Street) Incentive Scheme
- SIM Activation Commission
- MNP Incentive Scheme
- Trade Scheme and
- Special OTF Commission for CBP Bill Payment
1. FoS (Feet On the Street) Incentive Scheme
FoSs will be selected by Franchisee in consultation with BSNL for the distribution of BSNL’s products and Services to Retailer Network. Their primary duty is to distribute BSNL SIM Cards and Recharge Coupons to all retailers under their franchisee territory. BSNL shall issue fixed FoS incentive of Rs 6000/- per FoS per month. BSNL will be issuing the fixed monthly FoS incentive in the form of C Top Up value directly to franchisee. Maximum limit for number of FoS for a franchisee is set as Six (6).

For RC (Recharge Coupon) selling PoS, BSNL introduced 6 different classification based on their monthly C Top Up sales amount. RC PoS cateogories from RC A to RC E were given 100% weightage in calculating the FoS Incentive for Franchisee.

Duties and responsibilities of FoS:-
- To deliver BSNL products/ Marketing material/SlM to retailers (PoS – Point of Sale) as per directions from franchisee.
- To check & collect CAF (Customer Application Form) from PoS within the scheduled time frame.
- To apprise PoS about BSNL products & tariffs as well as collecting their feedback in a predefined format.
2. SIM Activation Commission
To keep BSNL’s franchisee network motivated, BSNL authorities has decided to extend the Activation Commission for DKYC and Physical CAF commission of Rs 10/- per SIM activations to Channel Parteners for a period up to 31st December 2021. BSNL’s SIM Activation Commission for DKYC and Phusical CAF is applicable only for FRC (First Recharge Coupon) amount above Rs 100/-.

SIM Replacement through BSNL Retailers
Now BSNL customers can avail duplicate SIM (SIM replacement) through Retailers. Customers who wish to upgrade their existing SIM card to BSNL 4G SIM may visit nearest BSNL Retailer for the same. SIM replacement cost of Rs.50 which will be taken in cash from customer, On successful SIM replacement through BSNL sales channel i.e. Franchisees/retailers Rs.10 will be deducted from the balance of CTop Up SIM of the channel partners (i.e. franchisee/retailer) through which SIM replacement is being done.
SIM Replacement Charge to be Collected from Customers : Rs 50/-
C Top Up Amount deducted from Franchisee / Retailer Wallet : Rs 10/-
3. MNP Incentive Scheme
To improve BSNL’s MNP performance and to increase the number of PORT IN mobile connections, BSNL authorities has decided to extend Special MNP Incentive Scheme for a period up to 31st December 2021. BSNL PoS can avail maximum MNP incentive of Rs 115/- per each PORT IN mobile connection which is in addition to the FRC commission.

4. BSNL Trade Scheme Commission
Depending on the sales volume and number of SIM activations, BSNL launched special Commission Structrure – Trade Scheme – for it’s Channel Partners. A retailer who is doing more than 100 SIM activations per month and above Rs 20,000/- recharge sales can avail additional trade scheme incentive of Rs 40/- per SIM activation.

BSNL has recently revised the above Trade Scheme Incentive and incorporated the minimum FRC condition to get 100% Trade Scheme Benefit. For a retailer to get 100% trade scheme benefit, he / she need to activate new BSNL prepaid mobile connections with FRC above Rs 150/-. For activations with FRC amount less than Rs 150/-, BSNL PoS can avail 25% of the Trade Scheme Commission given in the above table.

Special OTF Commission for CBP Transactions (Postpaid Bill Payment)
BSNL retailers / DSAs are allowed to make postpaid bill payment for postpaid customers which include Landline, Broadband, Bharat Fiber (FTTH) and Postpaid Mobile customers of BSNL. There will be a seaparate dedicated wallet account for BSNL Franchisee network for doing postpaid bill payment transactions. Now, BSNL authorities has decided to extend the special OTF (On The Fly) commission equivalent of 2% of commission subject to limit of Rs 10/- per transaction to channel partners for CBP bll payment up to 31st December 2021. This special OTF commission is applicable to BSNL Retailers as well as DSAs who are doing CBP transactions.
