BSNL to begin Network Optimization in MTNL Areas

Bharat Sanchar Nigam Limited (BSNL) begins optimization works for MTNL mobile networks in Mumbai and Delhi areas. This latest network optimization works will improve the coverage and reduce the operational expenditure of the PSU. As we reported earlier, BSNL took over the operation and maintenance of MTNL mobile network in Delhi on 1st April 2021.

Now as per the latest information, BSNL mobile team finishes the take over of the operation and maintenence of MTNL Mobile network in Mumbai LSA (Licenced Service Area) also. BSNL officially took over the operation and maintenance of MTNL Mumbai Mobile network in Mimbai with effect from 1st September 2021. All the liabilities related to operations prior to the take over date shall be the responsibility of MTNL. BSNL will not be responsible for any liabilities related with CAPEX.

Other Major Framework of the proposal agreed upon by BSNL & MTNL management are listred below:-

BSNL will maintain and operate MTNL Mobile network even when there is a cash deficit faced by MTNL in generating cash revenue. The Core and RAN (Radio Access Network) equipement installed to be maintained initially with the help of MTNL staff however, their salaries will be paid by BSNL on the revenues earned for operation and maintenence of MTNL mobile network. Further, BSNL may associate their staff for further improvement and future operations. All operational expenditure (Licence Fee, Spectrum Usage Charges, AMC Charges, Rental for Hired sites, Electricity Bill etc) will be paid by BSNL from the revenue earned for operation and maintenence of MTNL mobile network.

BSNL Will Operate as An External Agency to Maintain MTNL Mobile Network!

All assets and capital liabilities will be of MTNL. BSNL will be responsible for any cash deficit in the revenue and expenditure of operatios post take over period in respective LSAs. MTNL will continue to maintain it’s core fiber network without any payment as it is essentially required for it’s fixed line operations. In BSNL areas, the trasnmission network (fiber network including equipment) will be managed by BSNL. Infra maintenence also has to be done by BSNL after the take over. MTNL to extend it’s support for maintenence of infrastructure at BTS sites in MTNL as well as BSNL area and may continue till alternate mechanism is in place.

When BSNL can take over Customers of MTNL?

On acquiring the spectrum for 4G, BSNL may start installation of new equipments and start it’s own 4G services supplemented by 2G/3G of MTNL as Intra-Circle Roaming agreement. The customers acquisition may also start after commissioning of 4G network. Once 4G network gets stabilized and limited number of 2G/3G customers are remaining, then all customers of MTNL may be taken over by BSNL as merged entity.

Sales & Marketing Activities in MTNL Areas

BSNL has to build up a new team to do the Sales and Marketing activities in MTNL areas as there is no effective sales network in MTNL. All tariff plans of MTNL is required to be reviewed by BSNL and aggressive plan to acquire new customer is necessary as the most of the network is unutilized.

Mobile Network Monitoring

Mobile Network Monitoring will be done centrally by BSNL with the help of IT enabled tools and softwares as done in the case of BSNL Mobile Network.

Optimising existing resouces for effective utilization and maximum efficiency

BSNL has also decided to optimize the mobile network elements of MTNL so that performance of network can be improved considerably. BSNL authorities has also decided to divert the traffic from 19+ Alcatel G2 Mobile Base Station Controllers (BSCs) of MTNL to BSNL BSCs in Maharashtra (MH) Circle. After traffic diversion all those 19+ Alcatel G2 BSCs may be switched off whereby a considerable savings in electrictiy charges and AMC can be achieved.
