  3. The fup upgrade is always a welcome decision. But what I'm wondering is, even after so many years and multiple revisions, why is there no change in the speed of the lower limit(512kbps) after the fup is reached? In this age of tight competition where private ISP are offering as low as 500₹ per month for unlimited 1mbps usage without data cap, why is bsnl still not providing a pure unlimited high speed plan that goes without a data cap?
